And the governor – along with minority Republicans – appear to be open to the reforms, setting the stage for potential changes this year. 

Instead of mega grants to corporations, a new job-growth spending plan by House Democrats would pair a smaller incentive pool with priorities closer to home for many Michiganders: Mass transit, affordable housing and community-based spending on child care and community college.

Bills introduced this week in the state House continue to signal that Michigan’s expectations for its large-scale economic development spending — which tops $2 billion over the past three years — continues to move well beyond providing corporate subsidies.
